India-US Relations Take Center Stage: Key Takeaways from Rubio-Jaishankar Joint Press Conference
US and India Strengthen Strategic Partnership
In a joint press conference in New Delhi, US Secretary of State Marco Rubio and External Affairs Minister S. Jaishankar outlined the growing depth of the India-US strategic partnership. The conference followed delegation-level talks at Hyderabad House, addressing a wide range of issues including immigration reforms, visa policies, defence cooperation, trade negotiations, energy security, Iran and the Strait of Hormuz, maritime security, Pakistan, multi-alignment, and Quad cooperation.
Rubio emphasized that the relationship between India and the United States has moved beyond traditional diplomatic engagement into a deeper strategic alignment. A strategic partnership is something very different, he said, where your interests as two nations are aligned, and you work together strategically to solve those problems. He added that the breadth of cooperation underscores India's importance to Washington and described India and the US as strategic allies.
The press conference followed Rubio's meeting with Prime Minister Narendra Modi during his four-day visit to India, which he described as fantastic. Senior officials present included Foreign Secretary Vikram Misri, MEA spokesperson Randhir Jaiswal, and US Ambassador to India Sergio Gor.

Immigration and Visa Reforms
Responding to concerns over recent changes in US visa categories, including J-1, F-1, and H-1B, Rubio said the reforms are part of a broader modernization of the US immigration system and are not India-specific. He stated that the changes are global in nature and that the US wants to continue to benefit from Indian investment, with over $20 billion invested in the US economy by Indian companies.
| US Visa Category | Current Status | Impact on India |
|---|---|---|
| J-1 | Reform in progress | Some restrictions on student visas |
| F-1 | Modernization underway | Changes in student visa policies |
| H-1B | New requirements implemented | Increased scrutiny on work visas |

Jaishankar highlighted strong progress in defence ties, stating that India and the US have recently renewed their 10-year major defence partnership framework agreement. He also announced the signing of a comprehensive underwater domain awareness roadmap. Discussions also focused on integrating India's "Make in India" approach and incorporating lessons from recent global conflicts into defence cooperation.
Trade Talks and Interim Agreement
On trade, Jaishankar said both sides are working toward an early conclusion of an interim trade agreement that could pave the way for a broader bilateral trade deal. Rubio echoed optimism, saying recent exchanges between delegations in Washington and New Delhi point toward an eventual durable agreement that would benefit both sides.
Regional Security
Rubio said there has been significant progress in the last 48 hours on an outline addressing tensions around the Strait of Hormuz and Iran's nuclear ambitions. He reiterated that Iran must never acquire nuclear weapons and suggested possible movement soon.
Energy Security
Jaishankar said energy security remains a priority and India continues to diversify sources of supply. He added that India's obligation is to ensure affordable and accessible energy.
US-India Trade Relationship and Momentum
Rubio rejected suggestions that bilateral momentum had weakened, stating that the US-India relationship has not lost any momentum. He expressed confidence in an eventual agreement, noting ongoing and upcoming delegations between the two sides.
Pakistan and Regional Relations
On US relations with Pakistan, Rubio said Washington's engagement with other countries does not come at the cost of its strategic partnership with India.
Multi-Alignment
Jaishankar said India maintains strong relationships with multiple global partners, including the US, Israel, Iran, and Gulf countries. He added that India's approach prioritizes peace, stability, lower energy prices, and safe maritime commerce.
Quad Cooperation
Rubio described the Quad as "a form of alignment between four countries who are not just strategically aligned, but four countries that have the ability to influence global events on these topics of mutual interest." Jaishankar said the grouping is anchored in both geography and shared democratic values.
