
Rural Unemployment Rate Increases in Fourth Quarter Amid Shift Toward More Stable Employment Opportunities
Rural Labour Markets Show Signs of Deterioration, Women Hit Harder
India's labour market presented a mixed picture in the final quarter of FY26, with unemployment easing in urban areas but rising in rural India. According to government data released on May 11, the urban unemployment rate for persons aged 15 years and above declined to 6.6 percent in January–March 2026 from 6.7 percent in the previous quarter, extending the gradual improvement seen over the past two quarters.
In contrast, rural unemployment rose to 4.3 percent from 4.0 percent, reversing part of the gains recorded earlier in the year. This trend was particularly concerning for women, who bore the brunt of the deterioration in rural labour markets. Rural female unemployment increased to 4.1 percent in the March quarter from 3.6 percent in October–December 2025, a rise of 0.5 percentage points. By comparison, rural male unemployment rose only marginally to 4.3 percent from 4.2 percent.

Labour force participation among women remained broadly stable but softened slightly. The female labour force participation rate (LFPR) at the all-India level declined to 34.7 percent from 34.9 percent in the previous quarter.
Despite the rise in unemployment, rural workers continued to move towards more stable forms of employment. The share of regular wage and salaried jobs in rural India increased to 15.5 percent in January–March 2026 from 14.8 percent in the previous quarter, while the share of self-employment declined to 62.5 percent from 63.2 percent.
The sectoral composition of rural employment also shifted away from agriculture. The share of workers engaged in agriculture fell to 55.8 percent from 58.5 percent, while employment in the secondary sector rose to 22.6 percent from 20.9 percent, and the tertiary sector increased to 21.7 percent from 20.6 percent.

At the national level, India employed an average of 57.4 crore people aged 15 years and above during the quarter, including 40.2 crore men and 17.2 crore women, as per PLFS data.
