
Government Land Near Gurugram's Golf Course Road Allegedly Encroached for Commercial Purposes, NGT Informed
National Green Tribunal Scrutinizes Unauthorised Commercial Hub in Gurugram
A parcel of government land located along one of Gurugram's busiest stretches near Golf Course Road has come under the scrutiny of the National Green Tribunal (NGT) following allegations that it has been converted into an unauthorised commercial hub operating without environmental clearances and requisite approvals.
The matter reached NGT on a petition filed by resident Devendra Kumar Agrawal. The petition concerns parts of land falling in village Chakkarpur opposite Global Foyer Mall in sector 42, where public land is alleged to have been encroached upon and is being utilised for commercial purposes.
According to the plea, the site currently houses a range of commercial activities, including eateries, building material stores, scrap dealers, courier services, pharmacies and others. The petitioner has alleged that several of these units are operating without obtaining mandatory Consent to Establish (CTE) and Consent to Operate (CTO) approvals from the Haryana State Pollution Control Board (HSPCB), as required under environmental regulations.

The petition further highlights environmental concerns arising from activities at the site. It alleges that construction materials such as sand, bricks and gravel are being stored in the open, while frequent movement of heavy commercial vehicles contributes to dust and noise pollution in the area. Untreated sewage discharge, improper disposal of solid waste, and instances of waste burning have been observed at the location, adversely affecting air quality and creating health and environmental concerns for nearby residents and workers.
To support its claims, the petition cites a survey conducted by the Gurgaon Metropolitan Development Authority (GMDA) on June 9, 2025. The survey reportedly identified permanent commercial structures spread across approximately 1,292 square metres of public land and recorded multiple businesses operating from what was described as encroached government property.
Acting on the petition, the NGT has asked for a response from HSPCB on the matter. The petition referred guidelines issued by the Central Pollution Control Board (CPCB), directions of the Commission for Air Quality Management (CAQM) and provisions under the Construction and Demolition Waste Management Rules, alleging non-compliance with these requirements.
The petitioner has stated that complaints were submitted to multiple authorities in January 2026 and that earlier NGT directions issued on January 27, 2026, were not fully implemented.
