Eighth Central Pay Commission Extends Deadline for Memorandum Submissions
The Eighth Central Pay Commission has extended the final date for submission of the memorandum to June 15, 2026, inviting recommendations on the pay, allowances, and pension structure for various categories of government officers, employees, and pensioners. The Commission had earlier set April 30, 2026, as the last day for submitting memorandums. However, the Commission issued a circular on May 29, stating that the last date for submission of memorandum stands extended to June 15, 2026.
The Commission has directed that memoranda be submitted exclusively through its official website. Hard copies, physical submissions, and emails will not be accepted and may not be considered by the Commission. This is the final timeline for submission, and no further extension shall be granted.
8th CPC to Visit UP, Odisha, and West Bengal

As part of the ongoing 8th CPC consultation visit across states and UTs, the commission has announced visits to Lucknow in Uttar Pradesh, Bhubaneswar in Odisha, and Kolkata in West Bengal. The meeting in Uttar Pradesh has been fixed for June 22-23, in Odisha for July 6-7, and in Kolkata for July 9-10. To get an appointment with the Commission, Central government organisations, institutions, employee associations, and unions must submit an online request through the Commission's website. The dates for seeking an appointment end on June 10 for Lucknow and on June 15 for Bhubaneswar and Kolkata.

The Commission has engaged in consultation with stakeholders in Delhi, Ladakh, Jammu and Kashmir, Hyderabad, Telangana, and Maharashtra. The Commission held its first interaction with employee associations based in Uttarakhand on April 26, 2026.

Demands of Central Employee Unions
The 8th Central Pay Commission will examine and recommend changes in basic pay, allowances, benefits, and service conditions for more than 4.5 million employees and 6 million pensioners across the country. The Centre approved the Terms of Reference (ToR) for the commission in October 2025, and provided 18 months to submit its recommendation. Employee associations argue that if the 8th CPC submits its report by the June-July 2027 deadline, the government's arrears liability will have risen significantly. They have therefore sought to merge dearness allowance (DA) with basic pay and demanded interim relief ahead of the Commission's recommendations, saying it would help reduce the eventual arrears burden.
Employee associations have largely focused their submissions to the 8th CPC on improving salaries, pensions, and retirement benefits. Their key demands include a higher fitment factor and a substantial increase in the minimum basic pay to offset rising inflation and living costs. Many employee bodies have also called for the restoration of the Old Pension Scheme (OPS) or a review of the NPS/UPS framework. In addition, they seek improvements in allowances such as HRA, risk pay, bonuses, leave benefits, and other service-related perks.
