Vodafone Idea Appoints Kumar Mangalam Birla as Non-Executive Chairman
On May 5, 2026, Vodafone Idea informed the exchanges that its Non-Executive Director Kumar Mangalam Birla has been appointed as the Non-Executive Chairman of the Board of Directors of the company. This decision comes after the current Chair, Ravinder Takkar, requested to step down from the role, effective from today. Takkar will continue to serve as a Non-Executive Director of the telecom company.
Birla's appointment is significant, as it comes just days after Vodafone Idea received a substantial relief in its adjusted gross revenue (AGR) dues case. The company's AGR dues were slashed by 27% to ₹64,046 crore, with the Department of Telecom (DoT) allowing a five-year moratorium on the payments. This decision is a major relief for the Indian government, which had previously fixed the statutory dues at ₹87,695 crore as of last December.
AGR Dues Reassessment

The DoT formed a committee to reassess the statutory dues, which resulted in a significant reduction in Vodafone Idea's AGR dues. The company's stock jumped close to 8% on May 5, 2026, as over 58 crore shares were traded. This is the second consecutive session of gains for the stock, following the news of the reassessment and reduced AGR dues.
Payment Schedule
Vodafone Idea now has 10 years to clear its AGR dues, with the first payment scheduled after five years. The company will then have to repay a minimum of ₹100 crore annually between FY32-35, with the remaining dues to be paid in six installments annually from FY36-41. This works out to ₹10,608 crore annually. Additionally, the company will have to make a payment of ₹124 crore towards AGR dues pertaining to FY18-19 from March 2026 to March 2031.
Background of the AGR Dispute

The AGR dispute began in 2019, when the Supreme Court held that telcos must pay statutory liabilities on AGR, including non-telecom revenue. At the time, the DoT pegged Vodafone Idea's AGR dues till FY17 at ₹58,254 crore, against the company's self-assessment estimated at ₹21,500 crore. In 2020, the SC barred any self-assessment or reassessment, amid discrepancies between the DoT's calculations and operators' self-assessed dues. In 2025, the apex court agreed to hear curative petitions from Vodafone Idea and other operators after dismissing the pleas in 2024, and allowed the government to make reassessments.

Notably, the government owns a 49% stake in Vodafone Idea.
