Vodafone Idea Receives Deadline Extension for AGR Dues Reassessment

The Department of Telecommunications (DoT) has extended the deadline for reassessing adjusted gross revenue (AGR) dues of Vodafone Idea to June 30, citing difficulties faced by field officials in completing the exercise. According to sources, the initial deadline of February 22 was set for completion, with a committee assigned to finalise the exercise by March 31.

The extension comes after the Supreme Court allowed the Centre to recalculate the telco's AGR liabilities for the FY07-FY19 period. Following this order, the cabinet in January cleared the reassessment process, directing DoT's Controller of Communication Accounts (CCAs) to review licence fee and spectrum usage charge payments made by the company based on AGR.

The reassessment process is still ongoing, with the recalculation of spectrum usage charges in progress. Sources have indicated that the CCAs have encountered operational issues, largely due to gaps in documentation. In several telecom circles, Vodafone Idea has been unable to provide legacy records required for validation, slowing progress.

The government holds around 49 percent stake in Vodafone Idea after converting about Rs 53,083 crore of dues into equity in February 2023 and April 2025. The reassessment stems from Supreme Court rulings in October and November that allowed a fresh calculation of AGR dues. The cabinet on December 31 approved relief measures, including freezing the company's Rs 87,695 crore AGR liability as of December-end.

Potential Reduction in AGR Burden

The exercise could potentially reduce the company's final AGR burden significantly. Under the revised payment plan, Vodafone Idea will pay Rs 744 crore between March 2026 and March 2031, with annual outgo capped at Rs 124 crore. This will be followed by yearly payments of Rs 100 crore from March 2032 to March 2035, with the remaining dues to be cleared in equal instalments between March 2036 and March 2041.
