
VFS Global-Led Consortium to Establish Network of 60 Digital Registration Offices in Maharashtra
Maharashtra Awards Contract to VFS Global and WE Excel Software for Digital Property Registration
In a bid to modernize and streamline property registration, the state of Maharashtra has awarded a five-year contract to a consortium led by VFS Global and WE Excel Software Pvt Ltd. The consortium will set up 60 model sub-registrar offices (SROs) across the state, designed to improve efficiency, transparency, and user experience in real estate transactions.
The project involves the phased rollout of digitally enabled centres, which will be equipped with modern infrastructure, including digital systems, waiting lounges, and trained service staff to assist citizens. The consortium will handle end-to-end execution, including infrastructure development, technology deployment, and service operations. This initiative aims to address the bottlenecks in existing sub-registrar offices, which are often plagued by long queues and delays due to rising property registrations.
The model SROs will feature faster processing systems, improved digital workflows, and enhanced service environments. They will operate under government control but leverage private-sector efficiency to provide better services to citizens. Ravindra Binwade, Inspector General of Registration, said that the goal of the initiative is to reduce congestion and improve service delivery while maintaining regulatory oversight.

The centres will function as an optional service, with traditional sub-registrar offices continuing to operate in parallel. This will allow citizens to choose between standard and upgraded facilities, providing them with more options and convenience. Industry experts believe that this initiative could benefit the real estate sector by improving transaction timelines and enhancing transparency, key factors influencing buyer confidence and deal closures.
Jiten Vyas, Chief Commercial Officer at VFS Global, stated that the mandate reflects a shift towards technology-led governance. The company said that the initiative represents a significant leap towards more accessible, efficient, and transparent public services in Maharashtra. Beyond modernizing property registration, it will also contribute to employment generation and the development of skilled service teams.
