Logistics Performance Ranking for 2025 Reveals Top-Performing States and Union Territories
The Commerce and Industry Ministry has released a report on the logistics performance ranking for 2025, which categorizes Tamil Nadu, Uttar Pradesh, Mizoram, and Delhi as 'exemplars'. The report, released as part of LEADS (Logistics ease across different states) 2025, is an indicator of the efficiency of logistical services necessary for promoting exports and economic growth.
The logistics index chart is an important benchmarking and reform tool for improving logistics efficiency across the country. The Department for Promotion of Industry and Internal Trade's (DPIIT) flagship national assessment of logistics performance across states and Union Territories, LEADS serves as a critical tool for states to evaluate their performance and identify areas for improvement.
The report was released by Commerce and Industry Minister Piyush Goyal in the national capital. According to the report, 11 states and UTs - Gujarat, Kerala, Maharashtra, Haryana, Telangana, Chhattisgarh, Bihar, Tripura, Meghalaya, Jammu and Kashmir, and Puducherry - have been categorized as "high performers". These states demonstrate strong and consistent outcomes across the majority of performance indicators.

The 'accelerators' category includes states and Union Territories that have demonstrated notable improvement momentum and a clear reform orientation in recent years. The 'growth seekers' category includes states and UTs that are at a foundational stage of logistics system development and institutional strengthening.
The 2025 report moves beyond the traditional 'Achievers, Fast Movers, and Aspirers' model to a more nuanced performance hierarchy. The new categorization enhanced classification enables sharper benchmarking, targeted reform planning, and stronger peer learning among states and UTs at different stages of logistics ecosystem development.
The report reflects the government's focus on integrated, data-driven logistics reforms under the PM GatiShakti National Master Plan and the National Logistics Policy. Minister Goyal stated that logistics cost in the country has come down and become more comparable to other countries. He emphasized that with concerted efforts, Indian logistics can become one of the lowest in the world.
