Pennsylvania Utility Regulators Seek $2.6 Million in Fines from UGI Utilities
On March 15, 2023, a devastating explosion occurred at the R.M. Palmer Company's chocolate factory in West Reading, Pennsylvania, resulting in the loss of seven lives and significant property damage. $42 million in damages were reported, with a nearby apartment building and one factory building destroyed.
The Public Utility Commission has filed a formal complaint against UGI Utilities Inc., alleging that the company's distribution facilities serving the R.M. Palmer Company violated state and federal standards and regulations. The commission is seeking $2.6 million in civil penalties from UGI.
The explosion, which was investigated by the National Transportation Safety Board, was attributed to a plastic service part near the factory. Gas from the part went underground into the factory building and was somehow ignited. The incident highlighted the need for improved emergency response procedures, with the commission seeking to require UGI to expand the use of remote methane detectors and inspect older plastic pipe fittings more frequently.
