Microsoft to Discontinue Internal Access to Anthropic's Claude Code

Microsoft has announced plans to discontinue most internal access to Anthropic's Claude Code by June 30, directing engineers toward GitHub Copilot CLI instead. According to a report by The Verge, the company has been experimenting with Claude Code since December, when it granted thousands of employees free access to the tool.

The initiative, which extended beyond software developers to project managers, designers, and other non-technical staff, proved highly successful. Claude Code became "perhaps a little too popular" inside Microsoft, with many engineers regularly favoring Anthropic's offering over Microsoft's own Copilot CLI. However, this popularity created an awkward situation for Microsoft, as a third-party product had begun competing directly with a tool the company is developing and promoting to customers through its own ecosystem.

The change will primarily affect Microsoft's Experiences + Devices division, which oversees products including Windows, Microsoft 365, Outlook, Teams, and Surface. Teams within the division are now being moved away from Claude Code ahead of the June 30 deadline.

Rajesh Jha, Microsoft's executive vice president of experiences and devices, stated in an internal memo that Claude Code was an important part of the company's learning experience. However, he noted that Copilot CLI provides Microsoft with a tool it can directly shape alongside GitHub to better support its repositories, workflows, and security requirements.

The June 30 cutoff has also fueled speculation that cost considerations played a significant role in Microsoft's decision. As the final day of Microsoft's fiscal year, the date offers an opportunity to reduce operating expenses before the start of a new financial period in July.

According to sources cited by The Verge, financial pressures are increasingly influencing AI deployment decisions across the technology industry. Usage-based pricing models can become expensive at scale, particularly as advanced coding agents operate for extended periods, launch multiple parallel tasks, and consume large volumes of compute resources.

Uber's chief technology officer reportedly acknowledged that projected spending estimates had already been surpassed. Despite the licensing changes, Microsoft is not severing ties with Anthropic. Claude models will remain available through Copilot CLI alongside OpenAI models and Microsoft's own systems. Microsoft's Foundry agreement announced in November, which provides customers access to Claude Sonnet 4.5, Opus 4.1, and Haiku 4.5, remains unchanged.

Microsoft also continues to use Claude within Microsoft 365 and Copilot in areas where Anthropic's technology performs better than OpenAI's models. The two companies recently integrated technology behind Claude Cowork into Microsoft 365 Copilot as well. The coming months will test whether Copilot CLI can persuade engineers to remain engaged after losing access to a tool many had come to prefer.
