The Jal Jeevan Mission, a rural water access initiative, faces a significant challenge in achieving universal household tap connections. Despite progress since its launch, only 26% of India's districts have achieved 100% coverage of FHTCs. This indicates that nearly three out of four districts remain short of full coverage.
State-Level Divide
A sharp divide exists across states, with several smaller states and union territories achieving near-complete district-level coverage. Gujarat, Haryana, Punjab, Telangana, Himachal Pradesh, Mizoram, and Goa show universal or near-universal completion across districts.
In contrast, many populous states continue to lag behind. Kerala, for instance, has none of its districts reaching full coverage, with several remaining far from the target. West Bengal also shows significant gaps, with districts such as Purulia (32.45%), Malda (38.05%), Paschim Medinipur (39.94%), and Uttar Dinajpur (41.18%) remaining well below universal coverage.

Challenges Ahead
The remaining districts represent the most complex phase of the programme, where geographic, infrastructural, and administrative challenges could slow the final push toward universal coverage. The extension of the programme until 2028 reflects the scale of work still required to complete the rollout of FHTCs across rural India.
