FM Sitharaman Criticizes Tamil Nadu CM Stalin Over Paddy Bonus Misinformation, Advocates for Domestic Pulses and Oilseeds Production.
India's Food Security at Stake: Finance Minister Nirmala Sitharaman Responds to Tamil Nadu Chief Minister MK Stalin
Finance Minister Nirmala Sitharaman has accused Tamil Nadu Chief Minister MK Stalin of creating false narratives and giving away opportunities to foreign interests rather than making India self-reliant in pulses and oilseeds. The statement comes in response to a recent speech by Stalin, who is seeking a second successive term in the upcoming state elections on April 23.
According to Sitharaman, Stalin claimed that the Centre had asked Tamil Nadu to discontinue the bonus it provides on the production of "wheat and paddy". However, Sitharaman cited a letter from the Department of Expenditure, dated January 9, 2026, which recommended that states discontinue the "additional bonus" that some states, including Tamil Nadu, provide to farmers. The letter suggested that the attention should be shifted towards incentives to promote pulses, oilseeds, and millets, in line with national priorities.
The letter, sent to all states in January, states that when essential food items depend on imports, domestic food security becomes vulnerable to external shocks and price fluctuations. Sitharaman emphasized that expanding domestic production of pulses and oilseeds is not only an economic necessity but also a strategic need for a country of India's size.

Domestic Food Security: A Comparison of Imports and Production
| Crop | Import Value (2025-26) | Domestic Production (2025-26) |
|---|---|---|
| Pulses | ₹ 20,000 crore | 16.5 million tonnes |
| Oilseeds | ₹ 30,000 crore | 10.5 million tonnes |
| Wheat | ₹ 15,000 crore | 95 million tonnes |
| Paddy | ₹ 8,000 crore | 110 million tonnes |
Sitharaman argued that the Centre's communication to states is an invitation to share the responsibility of national food security. She emphasized that true food sovereignty is only possible when the Centre and states work together to replace water-intensive surpluses with essential crops that India needs. Instead of wasting time on anti-Centre rhetoric, Sitharaman urged Stalin to explain to the people of Tamil Nadu why he is giving away opportunities to foreign interests rather than making India self-reliant in pulses and oilseeds.
In his response, Stalin wrote on X, "I have not stated anything that is not present in that letter. Nor is there any need for me to." However, Sitharaman countered that the letter clearly asked states to review their existing bonus policy and consider discontinuing the bonus on paddy. She emphasized that farmers can get better prices for crops in which there is a supply-demand gap, and that encouraging the production of pulses, oilseeds, and millets is crucial for achieving the twin objectives of nutritional security and economic stability.
